The order from H.E. Minister of MAFF appoint the Team of Technical Secretariat (TTS) to cooperate with authorities of territory and with expert officers down to make the feasibility study at the land location to invest by companies requirement.
Letter of General-Director of Agriculture, Forestry, Fishery of MAFF send to H.E. Director of Forestry Institution Department–Chief of Planning and Statistic –Chief of Agronomy and Improved Agricultural Land Department for appointing the expert officers to participate to make the feasibility study at land location to invest by companies requirement.
Order-Mission of Governor of (Location) province appoints the expert officers to cooperate with the Team Technical Secretariat (TTS) of MAFF.
Make the document ESIA, VISA issued by the Ministry of Environment.
Re-measure by the competent of Team Technical Secretariat (TTS) of MAFF cooperate with competent of the territory authorities. The land’s space of this location precise after TTS have been finished of ESIA.

The transfer rightful letter of Samdech Akeak Moha Sena Padey Decho HUN SEN, Prime Minister of Royal Government of Cambodia to the Minister of MAFF sign the renting concessionary land contract 70 years with the companies.
H.E Minister of MAFF has been signed on the renting concessionary land with the investors companies.
To complete and submit to CDC (attach the Management Plan and Development clearly with acknowledged from Expert Departments–Support from the authorities and people at the base and equipments List for importing).
Investment License issue by CDC such as: 1-CDC’s license and 2- The company must prepare the documents concerned with having the Bank Certification certify 25% on the investment capital by any bank in Kingdom of Cambodia, and cash 2% deposit at National Bank of Cambodia (NBC) send to CDC (Committee Investment Board) no more late 10 days counting from the declaration of CDC inform to the company.
Party B must make the Master-List of equipments, Raw Material and necessaries to submit to the Council for the Development of Cambodia (CDC).
Make the Master-Plan of the investment companies.
To make the proposal of the company to permit to scrape the land that the company must permit from MAFF in advance.
To make the companies ‘proposals” to establish the factory for processing the Agro-Industrial Production.
